Iowa board fines nursing home administrator

DES MOINES - An Iowa nursing home administrator accused of ignoring the potential threat of a convicted sex offender living in a facility will pay $500 after state regulators concluded that she failed to protect residents.

The Board of Nursing Home Administrators said Susan Juilfs is guilty of professional incompetence, The Des Moines Register reported. She must pay the civil penalty and complete regulatory benchmarks.

The case is in connection with a sexual assault case in August 2011 that involved two residents at the Pomeroy Care Center in northern Iowa. Court records indicate William Cubbage confessed to assaulting a 95-year-old woman in her bed at the facility.

The board determined Juilfs didn't protect residents from Cubbage, a convicted sex offender who'd been placed there. She also is accused of threatening employees with job termination if they told anyone that Cubbage and another sex offender, John Steinkamp, were living at the facility.
