Council hires Carol Webb as next city administrator
Marshalltown City Council members unanimously approved the hiring of a new city administrator during a quick special meeting on Thursday evening. Carol Webb, the current city administrator in Muscatine, will be sent the contract for the position. Once she signs it, the document will be made public.
After opening the special meeting, the council members went into closed session, which lasted roughly five minutes. The members then voiced their approvals in open session.
The road to Webb’s hiring has been a tough one for Marshalltown, especially in the last year. Webb replaces Joe Gaa, who resigned in January after four and a half months on the job. On July 1, the Forest Lake City Council in Minnesota held a special meeting to consider Gaa as the new city administrator for that city.
Gaa was hired to fill the shoes of Jessica Kinser, who resigned in May 2023. Kinser was briefly brought back on a contract basis to help the city with the budget process this year before she accepted the city administrator position in Faribault, Minn.
During the periods when a city administrator was not in the position, Mayor Joel Greer held the title on an interim basis, and Cindy Kendall served in a consultant role
